Burroughs explains that the goals of the Lawyers' Committee on Nuclear Policy that he directs are to prevent non-state actors from access to nuclear, biological, and chemical weapons. Since 1995, the nuclear weapons states, especially the US, have failed to respect the provisions of the Nuclear Proliferation Treaty by not reducing arms. The asymmetry of this treaty and the problems with allowing states access to peaceful nuclear technology but not weapons technology are discussed. The US and Russia are still highly weaponized, but a nuclear-free world is not unfeasible to imagine in the longer term. In the meantime, US President George W. Bush's government has elevated weapons development activities, which might spawn a new arms race and at the least undermines the spirit of non-proliferation. Worldwide non-governmental organizations have had some effect on disarmament campaigns but more needs to be done to prevent terrorist groups from obtaining nuclear weapons.
